You can apply for a Citizen Identity Card for a child under 14 online at home on VNeID. Follow the steps below.
1. Steps
Step 1: Sign in to VNeID
- Use a parent/guardian account (Level-2 verified).
- Open the app → choose Sign in.
Step 2: Choose the administrative procedure
On the home screen → choose Administrative procedures → Issue ID card for persons under 14.
Step 3: Authenticate with Passcode and create a request
- Enter your 6-digit Passcode.
- If forgotten, choose Forgot Passcode to reset.
- Choose Create new request.
Step 4: Enter the child’s information
- Fill in the child’s details as guided in the app.
- Choose Check information to finish submitting the request.
You have completed the online registration steps on VNeID.
2. Important notes
- Children aged 6 to under 14 must visit the police for photo capture and biometrics.
- Children under 6 do not need fingerprints or photos — the process can be done fully online.
- The procedure is free under current regulations.
- You may also submit via the Ministry of Public Security public-service portal.
